Let’s build success together! Get Direct and Helpful Assistance through our office of Economic Development with the following programs:

  • Ohio Enterprise Zone Program: Offers temporary tax exemptions on the increased assessed value of property improvements. This benefit applies to  real estate and taxable personal property investments, provided they are part of a job creation project.
  • Ohio Community Reinvestment Area (CRA): Serves as an economic development tool, granting real property tax exemptions to property owners who renovate, invest in existing structures, or construct new buildings. This program operates under the guidelines outlined in Sections 3735 & 5709 of the Ohio Revised Code.
  • Community Development Block Grant (CDBG) Economic Development (ED) Revolving Loan Fund (RLF): Serves as a financial bridge. When full financing isn’t available from a bank, or there’s a gap between a bank loan and project costs, the RLF steps in. It collaborates with banks and private financing to ensure proposed business projects can move forward.
  • Tax Increment Financing (TIF): Serves as a development tool to fund public infrastructure enhancements. Instead of regular property taxes, payments are made based on the increased assessed value resulting from property improvements. These funds are then allocated to a separate pool for constructing essential public infrastructure needed for development.
  • Demographics, Available Land and Buildings, and General Regional Market Information – Information for Trumbull County and its surrounding region is compiled by the Lake to River Economic Development Team. Please visit the Lake to River website for information and services. 
  • Loans – Several loan programs are available at the Valley Economic Development Partners (Valley EDP) including:
    • Regional “166” Loans 
    • SBA 504 
    • Mahoning Valley Industrial Loan Fund (MVILF)
